This page contains general information about IPWE circular, charges for delegates, stalls, soveniur and other miscellaneous information.  

 

 

1.   This is to inform you that National Technical Seminar of Institution of Permanent Way Engineers (India) will be held at Jaipur on 23rd and 24th January, 2014 on the following topics:

 

       (i) “Management of P. way Works Through Need Based Outsourcing” and

       (ii) “Design, Construction and Maintenance of Railway Tunnels”

 

2. Venue :  B. M. Birla Auditorium, Prithviraj Road, C-Scheme, Jaipur (Raj.)

 

3. Technical Exhibition:

A Technical exhibition will also be organised along with the above Seminar exhibition various developments/innovations made in track and bridge technology and new products and processes connected with developments of Railway in India and abroad.

 

4.      You are requested to give wide publicity about this National Seminar as well as the Technical exhibition. In addition to others, big builders and developers who are  likely to have stakes in the Railway projects, may also be advised to take part in the Seminar as delegates send papers for presentation in the Seminar and  exhibit their products/Services in the Technical exhibition.

 

5.      Technical Papers:

 

(i)   Your cooperation is requested, particularly, to get adequate number of high quality Technical papers on the subject from your Railway. The papers should be thought provoking and should generally be supported by field data.

 

(ii) Unlike earlier years when six papers or more were included in each technical session, it has now been decided that each technical session may comprise of not more than three papers so as to give ample time for  authors to explain their  papers to audience.

 

(iii) Members desiring to present their papers, should send their papers to the Director, IRICEN, Pune by 30th September, 2013 along with a copy of synopsis (about 200 words). Soft copy of the papers may also be mailed at director@iricen.gov.in. The authors of the papers selected for the presentation will be intimated well before the seminar.

 

(iv) One session has been kept exclusively for presentation by the Trade, Industry and Exhibitors, etc. in which approx 3 papers/presentations can be made depending upon the availability of time. These organizations may kindly be requested to send their request for presentation to the Principal Chief Engineer, North Western Railway, Jaipur. The organization whose presentation is accepted will be advised well in advance so that they can be in readiness for the presentation.

 

(v) All the articles written by non-Railway organizations including those from outside India, are to be sent directly to the Director, Indian Railways Institute of Civil Engineering, Rail path, Pune-411 001 (India) by 30th September, 2013.

 

6. Delegates:

 

(i) From the Civil Engineering side, each Zonal Centre is requested to nominate Ten (10) delegates from Open Line and Ten (10) delegates from Construction Organization.

 

(ii) The delegates should preferably be from all ranks of Civil Engineering Department including at least 5 delegates from the rank of Senior Section Engineers/Section Engineers and AENs.

 

(iii) It should be ensured that members working in general posts such as DRMs and those on deputation to other Departments are given suitable representation.

 

(iv) Members/Additional Members/advisors of Railway Board, General Managers, Director General/RDSO, Director General/Railway Staff College, all members of Governing Council of Institution of Permanent Way Engineers (India), Chief Administrative Officers (Construction), Chief Track Engineers, Chief Bridge Engineers, Chief Commissioner of Railway safety, Commissioners of Railway safety and Managing Directors of all Public Sector undertakings under the Ministry of Railways will be special invitees cum delegates to the Seminar and they should not be included in delegates. Senior Retired Officers, who have held the position of GM and above would also be treated as special invitees cum delegates and no delegate fee would be payable by them.

 

(v) Three (3) representatives from each Corporate Member and Two (2) from each Associate Corporate Member would also be special invitees cum delegates and would not be required to pay any delegate fee.

 

(vi) Other than the above delegates and invitees, other members and non-members who wish to participate in the Seminar will be required to pay the fees as prescribed below:

 

a)

Individual members comprising of Associate Life  members, Life Members and Life Fellows for retired category only

Rs. 500/- per delegate

b)

Delegate from Railways, Firms & Institutions who are Corporate/Associate Corporate Members can send three/two free delegates (as mentioned in  para 5  (v)

Rs. 2000/- per delegate

c)

Other interested persons, non-Railway officials from trade and Industry and other Institutions.

Rs. 4000/- per delegate

d)

Foreign delegates

US $ 150 per delegate

                                      

(vii) Lately as notified under Service Tax Rules 1994, a Service Tax @ 12.36% is to be charged on delegation Fee received from the sponsored delegates representing Railways, Firms/Institutions, etc. as per details in Para 6 (vi) (a) to (d). Service Tax is also to be levied @ 12.36% on the amount received on renting the stalls in the Seminar.

 

7.      Souvenir and Advertisements:

 

(i) A souvenir will be published at the time of the Seminar, which will bring out messages from VVIPs, list of sponsors, information about the Institution of Permanent Way Engineers (India) and the Seminar and Advertisements. The rates for the advertisement are as follows:

(ii) All advertisement matter along with Advertisement charges cited as per Para above should be sent to the Principal Chief Engineer, North Western Railway, Jaipur. All remittances should be made by demand draft payable to IPWE (India) at Jaipur and sent to the Principal Chief Engineer, North Western Railway, Jaipur.

 

8. It is proposed to hold Annual General Body Meeting of IPWE (India) on 23rd January, 2014 as per programme enclosed. You are requested to give wide publicity of this to all the members of the Institution including the retired railway officials, who are residing in the jurisdiction of your Zonal Railway.

 

9. As the Seminar is being conducted at nominated place, all the technical papers and list of delegates along with delegation fee as applicable and other relevant information should be sent to the Principal Chief Engineer, North Western railway, Jaipur.
